However, such health insurance is not always available. Perhaps you are transitioning from one job to another; or maybe you are employed part-time or with a temporary agency that does not offer full health coverage; or you might be attending or just graduating from school.<br />
In these situations, traditional health insurance is sometimes not available. If you are unable to afford traditional health insurance but would like some coverage in the case of an accident or emergency, short-term health insurance is your best bet.<br />
Short-term health insurance fills the gap in health insurance coverage that may come about for a number of different reasons, including those listed above. The idea of short-term health insurance is built into the name, it is a short-term solution offering short-term coverage, with the expectation that at some point, you will begin or resume traditional health insurance coverage. It is designed for those who would like some coverage in case of accident or injury and covers only emergency or serious medical expenses, such as x-rays, ambulance fees, intensive care, and a certain amount of hospital care.<br />

In order to understand your health insurance coverage, you must first be able to identify what type of health plan you may have. There are 3 different health plans available to consumers:<br />
PRIVATE HEALTH INSURANCE PLANS AVAILABLE<br />
Typically, a health insurance benefit plan is a contract between your employer and a third party (an insurance company). These contracts vary widely depending on the benefits and coverage levels negotiated by your employer. Oftentimes, the benefits information provided by your health insurance  plan is confusing-leaving you unsure of what speech and/or hearing services will or won&#8217;t be covered.<br />
Remember, the benefits booklet you receive is merely a summary of benefits-not actual contract language. You may need to examine the policy or contract to truly understand your health insurance plan&#8217;s coverage and limitations. The policy or contract can be obtained from your benefits manager. It is vital that you review the speech and hearing benefits information provided by your health plan and employer before you receive services.<br />
MEDICAID<br />
Medicaid provides medical assistance to certain individuals and families with low incomes and resources.  It is jointly funded by the Federal and State governments.  Although the federal government establishes national guidelines, each state has the authority to establish its own eligibility standards for health insurance, determine the type and duration and scope of services for health insurance, set the rates of payments and administer the program. As part of the plan, the state must offer medical assistance for certain basic services to those living under the poverty level.  For adults over the age of 21, the states are not required to provide speech-language pathology and audiology services.<br />
To ascertain the coverage in your health insurance state, you should contact the state Medicaid agency.<br />
For children under the age of 21, the Medicaid law requires the states to provide hearing screenings and assessment of communication skills and language development as part of the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) service.  Based on the findings of this screening, the state must provide services and related devices such as hearing aids and AAC devices to treat or ameliorate the condition.  Medicaid recognizes the importance of school-based speech-language pathology and audiology services although it is a medical assistance program.  The federal Medicaid program actually encourages states to use their Medicaid programs to help pay for certain health care and  health insurance services delivered in the schools if federal regulations are followed.  Contact your local school district to inquire if they participate in the Medicaid program.<br />
MEDICARE<br />
In 1965, the Social Security Act established both Medicare and Medicaid.  Medicare is the federal health insurance program that is designated for those people who are 65+ years of age. Although directed towards a specific age bracket, Medicare plans are also applicable to certain disabled people.<br />
Medicare covers most health insurance services for assessing and treating speech, language, swallowing, hearing and balance disorders.  It covers most hearing examinations but it does not cover hearing aids or tests for hearing aids.<br />
Medicare has two major parts: Part A is hospital insurance and is financed through federal taxes while Part B is supplementary medical insurance and has a monthly<br />
premium.<br />
Medicare Part A helps cover hospital stays, limited skilled nursing facility care when daily skilled services are needed, home health care and hospice care.  Most services for speech, language, hearing and related disorders such as those effecting swallowing and balance are covered in these settings.  Medicare regulations allow rehabilitation services when significant functional progress is expected and/or maintenance care is needed.<br />
Medicare Part B helps cover physician services, audiology testing services, outpatient hospital services, rehabilitation agency services and comprehensive outpatient rehabilitation facility services.  Service for speech and related disorders are covered in these settings. Thanks for reading. </p>

The state has worked hard to create a network of health insurance provides to ensure that everyone that wants health insurance can get affordable health insurance.<br />
California state law required certain provisions to be included in polices written by health insurance providers. In addition, the state also aims to see that health insurance policies are made available to all California residents, regardless of income. The state requires that all health insurance policies be renewable and that pre-existing conditions do not prevent you from getting health insurance. So, as long as you have a policy then, no matter what happens to you, the insurance company cannot simply cancel it and must give you the option to renew your health insurance.<br />
Let&#8217;s say that you are a young professional just starting out and have a small business. The state makes it possible for you to get affordable health insurance that you might not have been able to get otherwise. You look at this new policy and wonder why you are getting some of the benefits that you are getting. You cannot see why you would need some of them and wonder if it is a waste of money.<br />
Then suddenly your life is turned upside down by a tragic accident and you now face a very long recovery process. Suddenly the benefits that you did not think you needed come into play and the long-term care needs are covered. You can relax and focus on getting back your life and just getting healthy again. Health insurance is designed to cover the cost of being sick, getting healthy and staying healthy.<br />
We can never forecast all the possible things that might happen to us in our lives. While certain things may look like a waste of time, everything can change in an instant. You are young healthy and live a healthy lifestyle and that is great for you and you will benefit from that. But there are always accidents and illnesses that can have a profound impact on the quality of your life.<br />
The California health insurance system provides residents of California with the very much needed peace of mind. They know that no matter what their finances, job or health conditions they can get health insurance and that their policy will protect them no matter what happens. We never expect a young healthy person to end up needing long-term care but, unfortunately, it happens every day.<br />
The end result is that by ensuring that everyone gets covered it keeps the cost to the state down. It should also help reduce the overall cost of health care for the residents of the state. There are no uninsured expenses that have to be absorbed by the medical community. When you look at your policy remember you may not need some of these things now but you might some day and you&#8217;ll be glad they were there. </p>

If only these people understood the value of health insurance in Texas it would quickly become more of a priority to them. Another problem is that some companies don&#8217;t want to offer good insurance to their employees because; they too, feel they &#8220;can&#8217;t afford it&#8221;.<br />
Unfortunately, far too many working people in Texas do not have health insurance. Many times they avoid getting health insurance in Texas because they don&#8217;t believe they can afford it. All too often people are living paycheck to paycheck and struggling just to put food on the table and gas in their tanks and they just can&#8217;t imagine having one more bill to pay.<br />
People in Texas without insurance usually have a reduced quality of life. Without proper health insurance in Texas people are more likely to ignore health problems and avoid routine check-ups. The problem with this is that by the time they figure out that something is wrong, it may be too late. Another common tendency of people without health insurance in Texas is to &#8220;self-medicate&#8221; with drugs or alcohol to cover aches and pains rather than getting to the root of the problem with proper medical attention and this leads to even more problems.<br />
Sadly, many of these people are oblivious to the fact that they may qualify for free health insurance through the government. There are plans like Medicaid and Medicare that are designed to provide health care for those who can&#8217;t afford it on their own.<br />
The worst part of the belief that a person can&#8217;t afford health insurance in Texas is that nobody can afford to be without it. If a person has an injury or develops a serious illness the medical bills will pile up quickly and they will be buried under a massive debt. The few dollars per week that would&#8217;ve been deducted from their paychecks will seem like a small price to pay once they are faced with the huge medical bills for their treatment.<br />
Even worse than that, a person without health insurance may be denied life-saving treatments if they can&#8217;t afford to pay for them. If you were to need a heart, lung or kidney transplant and did not have health insurance you would simply be left to die, because the hospital knows that you aren&#8217;t going to be able to pay possibly a half a million dollars or so, especially if you die during or after treatment.<br />
Good quality preventive medical care is vital for maintaining good health. Not having proper health insurance in Texas leaves a person open to a lot of diseases and illnesses that could otherwise be prevented. The cost of not having health insurance in Texas is far greater than the cost of paying a premium and those who truly can&#8217;t afford to pay for health insurance should check into a government sponsored plan because everyone needs health insurance. </p>

Efforts to expand health insurance coverage reportedly are becoming quite common. Proposals have been introduced in many states, and Illinois has approved, a plan to offer low-cost health insurance to children that began July 1, 2006.Even under current law, it&#8217;s possible to find coverage for you and your family, usually at a reasonable cost. Options to consider if you need health coverage but are too young (under age 65) to qualify for Medicare&#8230;COBRA/STATE PLANSFor people who recently have lost group coverage, a smart choice may be to purchase a policy under COBRA, the temporary health benefits provision of the Consolidated Omnibus Budget Reconciliation Act of 1986. According to the rules, you can continue to be covered under your employer&#8217;s insurance for up to 18 months at up to 102% of the former policy&#8217;s expenses, depending on your circumstances. This amount includes both the employee and the employer&#8217;s share, if your employer splits the expense with workers, as many do. (The extra 2% is for administrative costs.) COBRA usually is available only from companies that have at least 20 employees. (Your spouse and dependent children can be covered for up to 36 months.)Paying the full tab can be a shock to someone who is accustomed to having an employer pick up most of the cost of insurance. If he lived in Pennsylvania in the suburb of Wayne (20 miles away), then he could buy the same policy for only $58.86 a month. A healthy, 60-year-old man in Wayne would pay $289.82 for that policy. A man of the same age living in Haddonfield would be charged the same $467.16 a month that the 25-year-old pays for the plan. All rates are subject to change.What to do: Purchase private coverage from an independent health insurance agent licensed in your state.HEALTH SAVINGS ACCOUNTSFor a tax-efficient way to pay for individual health insurance, consider a health savings account (HSA). You must choose a policy with a high insurance deductible &#8211; at least $ 1,000 for individuals ($2,000 for families) up to a maximum of $2,700 for individuals ($5,450 for families) as of 2006. Every year, you make your tax-deductible contribution up to the amount of the deductible. You withdraw money from the account to cover out-of-pocket medical expenses.For people who create HSAs but don&#8217;t need to tap them, the accounts can function like individual retirement accounts. The money can be invested to grow tax-deferred. After age 65, you can withdraw the money for any reason, but you will have to pay income tax if it is used for non qualified expenses.COVERAGE FOR SERIOUS MEDICAL PROBLEMSIn most states, you can be turned down for individual coverage if you have a serious medical condition (e.g., HIV or cancer). Fortunately, most states have developed some way to provide hard-to-insure people with access to private individual health insurance coverage.Thirty-three states provide high-risk pools. You can apply for high-risk pool coverage through an insurance agent or directly to the state. Coverage costs more than private coverage because all the people in the pool have serious medical problems, but the rates are capped, usually between 125% and 200% of the average individual market premium. For instance, in a state where a healthy person pays $100 a month, someone of the same age in the risk pool might pay $150.Twelve states use other means of providing hard-to-insure people with access to individual coverage (for instance, requiring coverage through a designated health insurance company of last resort). Five states &#8211; Arizona, Delaware, Georgia, Hawaii and Nevada &#8211; offer no individual coverage options for those who are hard to insure. </p>

Not only has it become quite expensive, but for many, health insurance isn&#8217;t even available because they simply don&#8217;t make enough money to fit health insurance into the budget. This has left hundreds of thousands of Americans without adequate health coverage, including many children. For these reasons, health insurance has also become one of the biggest concerns for most people in the coming elections. So, why has health insurance become so expensive?<br />
The first thing you need to understand about health insurance companies is that they are businesses whose sole interest is to make money by providing a service. In order to make money, these companies must turn a profit by bringing in more money than they spend. In today&#8217;s regulatory environment, along with the increased number of lawsuits related to health care, the cost of doing business in the health insurance industry has skyrocketed. These companies, in turn, have had to raise rates to accommodate those additional costs in order to keep making a profit.<br />
That&#8217;s not to say that health insurance companies are completely honest with you about just how much health insurance is going to cost you. Most health insurance companies quote premiums based on age. You&#8217;ve seen the television ads that offer health insurance for a mere $129 per month for a 29 year old non-smoker. While that sounds like a very reasonable rate, there is more to this than meets the eye.<br />
In order to get the rest of the story, so to speak, you&#8217;d need to look at the actual policy and the so-called &#8220;fine print.&#8221; In order to qualify for that low $129 rate, you&#8217;d have to be a perfectly healthy person whose never gotten sick in the past and have absolutely no reason to need health insurance in the first place. In short, they can offer this rate because there is little to no risk that the company will have to pay out any kind of benefit to this person.<br />
Another thing you might not notice from just watching the advertisement is the size of the deductible. For the rate mentioned above, the deductible is likely to be somewhere around $1000. For other policies, the deductible can be as high as $5000.<br />
So, what is a deductible, you might ask? The deductible in an insurance policy is the amount of money you must pay out of pocket before the insurance company will start paying out benefits. Usually, the deductible does not apply to all health care expenses, so you have to pay careful attention as to whether the policy is worthwhile in your particular situation. In some cases, you would spend less money just paying for health care services out-of-pocket than actually purchasing health insurance because of the deductible.<br />
Another thing that might raise the price of insurance coverage is a pre-existing condition. This is any condition that existed before you purchase coverage with any specific health insurance company. In many cases, you may not be able to get coverage for that condition at all, unless you can prove that you have had continuous care for that condition during the time in which you had no insurance. Even if it is covered, you can be assured that it will cost you more money for it.<br />
Because of all of these variables, most people wind up with far higher premiums than those low rates advertised on TV. In some cases, people may not even be able to get insurance at any price, due to the perceived risk to the insurance company. In many cases, the resultant premium is just simply too high to fit into an individual&#8217;s budget, and so they continue on without health coverage.<br />
High insurance premiums are a fact of life in these times, and are likely to remain so for a long time to come. The only way to change this is to fundamentally change the approach to providing health care in this country, by socializing the health care system. This, however, comes with its own set of problems that can be worse than the current system in many respect. The bottom line is that there are no easy answers to solving the health care problems in this country. The only thing you can do is to be aware of all the issues surrounding the problem and make your decision based on facts, and not what the talking heads on television are trying to tell you. </p>
